STRATEGIC PLAN 2007 - 2010
MT. PLEASANT PUBLIC LIBRARY
INTRODUCTION
This document was developed using the Public Library Association’s strategic planning process called New Planning for Results as implemented by consultants from the Utah State Library Division. New Planning for Results is a streamlined approach intended to guide the planning, implementation, and evaluation of library services. The basis of this approach is community input. Between May and July 2007, a Planning Committee composed of the Mt. Pleasant Public Library Board of Trustees, the Library Director, and the library staff gathered feedback from community residents, library users, and other stakeholders about community needs (current and future) and general library services.
In response to this assessment, the committee selected three “library service responses” from the standard roles recommended in New Planning for Results. A library service response is the role the library deliberately chooses to adopt as the means to address a specific community need. These responses are further divided into objectives and activities which must have measurable outcomes in order to evaluate the effectiveness of the library’s attempt to meet a community need.
ABOUT OUR COMMUNITY
The Mt. Pleasant Public Library serves the residents of Mt. Pleasant City. The public library was founded in 1917 and it is currently housed in a historical Carnegie building which was designed by the Salt Lake City architecture firm of Ware & Treganza. It is a classic Prairie School design which is one of three such library’s in the state of Utah, with Mt. Pleasant being at the top of the list.
In addition to the city of Mt. Pleasant, the library serves residents of Spring City, Moroni, Fairview and other surrounding communities in the North Sanpete area.
The city of Mt. Pleasant is surrounded by beautiful mountains and is rich in heritage and full of opportunities. According to the 2006 US Census Bureau population estimate, Mt. Pleasant is home to 2,698 people.

The Mt. Pleasant Public Library is a center of community life, offering opportunities for people of all ages to learn, know, gather and grow.

Residents will have high-speed access to the digital world with no unnecessary restrictions or fees to ensure that everyone can take advantage of the ever-growing resources and services available through the Internet.
VISIT A COMFORTABLE PLACE: PUBLIC AND VIRTUAL SPACES
Residents will have a safe and welcoming physical place to meet and interact with others or to sit quietly and read and will have open and accessible virtual spaces that support networking.

The following section will combine the three service responses selected for the Mt. Pleasant Public Library with supporting services and programs that the library will undertake in the next three years to address the identified needs of the community.
SERVICE RESPONSE #1
SATISFY CURIOSITY: LIFELONG LEARNING
Residents will have the resources they need to explore topics of personal interest and continue to learn throughout their lives

Measure: Increased number of adults that will attend each adult program offered by the library.
Target & Date: 15 in 2008. 20 in 2009. 25 in 2010.

CONNECT TO THE ONLINE WORLD: PUBLIC INTERNET ACCESS
Residents will have high-speed access to the digital world with no unnecessary restrictions or fees to ensure that everyone can take advantage of the ever-growing resources and services available through the Internet.
Target Audiences - Adults
Teens

Suggested Services & Programs
Provide an up-to-date network for residents. Replace old server, increase the bandwidth and add wireless internet.
Provide patrons access to their own library records and other library services
through the library website.
Provide access to computers and educational programs for younger patron’s in
the Children’s Library.
Outputs and Outcomes
Measure: Increase the number of residents from 4,795 that used the library’s
public computers in 2006 - 2007 by 10% for each of the years 2008, 2009 and
2010.
Target & Date: 2008 - increase 10% which will be 479. 2009 - will be based
on the total amount of users in 2008. 2010 - will be based on the total amount
of users in 2009.
Measure: Increase of users of the new web site.
Target & Date: The baseline of use will be established in 2008. Once the baseline is established, targets for 2009 and 2010 will be established.

Suggested Services & Programs
Provide comfortable seating for both adult and children patrons.
Restore the upstairs library by fixing plaster, painting, and remodeling to
enhance the environment and maintain the history of the library.
Provide a more serviceable and comfortable computer area for patrons who use
the computers in the library.
Outputs & Outcomes
Measure: Increase the number of residents from 37,391 that used the library in 2006-2007 by 5% for each of the years of 2008, 2009 and 2010.
Target & Date: 2008 - increase 5% which will be 1,869. 2009 - will be based on the total number of visits in 2008. 2010 will be based on the total number
of visits in 2009.
